*5th May, 1927.
On the 19th instant the First Secretary of
the Portuguese mbassy aelled at the Foreign Office and
stated that he was instructed by his government to
scertain the attitude of His Majesty's Gov mment towards
the request which, it was understood, had bem addressed
to them and to the Pech deverment by General Li-chai-sum,
the Military Governor of Canton, for assistance in daal ing
with extremist and communist elments.
Monsieur Bastos
mid that his government would wish to be guided by the
attitude of His Majesty's Government,
2. His Majesty's Government's general policy of strict ebaervnce of the China Aras Babarķo Agreement and of neutrality as between all Chinese factions was explained to
Monsieur Bastos, He was further informed that this
particular request was being discussed with the other
departments cesmed and that he would be given a definite
reply as soon as possible.
On May 21st, Monsieur Bastes was informed that the
request of Oneral Li-chai-man had been considered in
relation to the general situation and that His Majesty's
Government had decided in this case as in othera to maintain
their policy of neutrality as between the various contending
